Abstract

This study aims to describe the effectiveness of Micro Business Aid Assistance (BPUM) to Aid Recipients during the Covid 19 Pandemic in Ilir Barat 2 District, Palembang City. The research was motivated by the emergence of the covid 19 pandemic in Indonesia, this had an impact on the revolving wheel of the MSME economy in Indonesia so that many business actors had difficulties in dealing with the covid 19 that had occurred to date. Micro Business Aid (BPUM) is a social assistance program from the Indonesian Ministry of Cooperatives and SMEs which is channeled through banks and given to business actors who are experiencing a capital crisis due to the COVID-19 pandemic. This research is a descriptive study with a qualitative approach. Data collected through interview and documentation techniques. Determination of data sources using purposive sampling. The data analysis technique uses an interactive analysis model according to M.B. Huberman and Saldana (2014: 31). This study analyzes the effectiveness of micro-enterprise assistance (BPUM) with 8 aspects of effectiveness measures from Makmur (2011: 7-8) namely accuracy of timing. accuracy of cost calculations, accuracy in measurement, accuracy in making choices, accuracy in thinking, accuracy in carrying out orders, accuracy in setting goals and targeting accuracy. The results showed that based on 8 aspects of the effectiveness measure of Makmur (2011: 7-8) it can be said to be effective. This can be seen from the findings of the sub-aspects of the use of aid funds and the criteria for recipients of assistance. From the findings obtained by business actors as recipients of assistance using aid funds to meet their business capital and daily needs, then business actors have met the criteria as recipients of assistance, that business actors have their own place of business and business licenses, as well as recognition of business actors applying for assistance. The assistance was due to a decrease in income or a capital crisis caused by the covid 19 pandemic. The research findings show that the effectiveness of business assistance, especially for people affected by Covid-19, is helping their economy, people expect assistance like this to continue as long as the pandemic is not over.
