Abstract
Traffic often occurs at Sekip Ujung intersection due to the increasing volume of vehicles in Palembang, Sumatera Selatan. Based on a survey conducted in 2019 and analyzed by traffic engineers, it is known that in 2020, Jalan R. Sukamto and Jalan Jenderal Basuki Rahmat will be having a volume capacity ratio (VCR) above 80%. With the growth in Palembang city, it is assumed that the projected traffic growth is 3,65% per year. So one of the solution for decreasing the high volume of traffic in Palembang is by constructing a fly over in the Sekip Ujung area. The implementation of construction project is closely related to the management process in it. At this stage, budget management for the implementation of the work must be planned and structured in such a way that it relies on a structured estimation concept to achieve an economically significant design estimate. Value engineering is a planned approach with the aim of identifying and streamlining unnecessary costs. This study aims to find out how much the cost savings are obtained after selecting scenarios from several selected alternatives after value engineering has been carried out using the multi criteria analysis method. To determine the criteria and weight of each alternative, several criteria are determined, namely; travel time, environmental impact after construction, land acquisition, and construction time and cost. The results obtained from these 4 scenarios are the 2nd scenario, which has the highest performance with a score of 87, the lowest construction cost of 156 Billion Rupiah, and a life cycle cost of 209 Billion Rupiah.
