Abstract

Penelitian ini berfokus pada kebijakan sistem zonasi yang menimbulkan konflik pada penerapan sistem zonasi penerimaan peserta didik baru pada jenjang sekolah dasar bagi pihak sekolah dan wali murid di Desa Berlian Makmur. Konflik tersebut berawal dari tidak meratanya jumlah peserta didik yang diterima oleh setiap sekolah dan diperparah oleh sikap masyarakat yang tidak mau menyekolahkan anaknya sesuai zonasi. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan penentuan informan menggunakan teknik purposive. Teori konflik Lewis Coser digunakan sebagai alat analisis untuk melihat konflik pada penerapan sistem zonasi di Desa Berlian Makmur. Hasil penelitian menunjukkan bahwa penerapan sistem zonasi penerimaan peserta didik baru menimbulkan konflik realistis yang ditandai dengan perasaan permusuhan dan perilaku konflik berupa perilaku curang antar pihak sekolah dan wali murid dalam penerimaan dan pendaftaran peserta didik baru yang berakibat pada disharmonisasi dalam lingkungan sekolah
