Abstract

The research goals are (a) to explain the characters of education decentralization governance in school level; (b) to analyze the institutions factor that contributed to the character of school governance; (c) to analyze the structural factors that threatening the actors to optimize their role in school governance and its contribution to the character of school governance. To obtain this goal, two schools were selecting as a researches sample. Data were collecting through depth interview with key informant such as schoolmaster, teachers, school supervisor, head of village government, and informal community leader. We find that there is no school governance. School was still dominating by state actor namely schoolmaster, teacher, and school supervisor. It is very difficult to eliminate it, because the state actors are very powerful. They have authority to utilize the money, processing information, understanding bureaucratic rule, professional judgment, and access to more authoritative power. Citizen?s participation in school governance is low because of the school committee does not high performance; schoolmaster does not innovative which effected by ewuh pakewuh culture, protecting social harmony, and anti-participation attitude after BOS (operational school fund) and Sekolah Gratis (free school) program. However, the external environments of school have prospective to produce participatory power from village communities.
