Abstract

The Indonesia's tourism sector is famous for its ethnic, cultural and natural beauty diversity. This is a distinct advantage for Indonesia to use it as an attraction to bring in foreign tourists, especially Singaporean tourists. So far, Singapore has become one of the countries contributing the most tourists to Indonesia. However, after the entry of the Covid-19 pandemic to Indonesia, the number of visiting tourists from Singapore decreased drastically. In this regard, this thesis was created with the aim of knowing the Indonesian Government's diplomatic efforts by maximizing the role of various Indonesian tourism stakeholders during the Covid-19 pandemic. This thesis uses the concept of multi-track diplomacy by Louis Diamond and John W. McDonald. This thesis is written in a descriptive form using qualitative data. The results obtained by the researchers indicate that there have been various efforts made by the Government of Indonesia through five tracks on the MTD concept, namely on the government track; the approval of the Travel Bubble, on non-government track; holding art shows in Singapore, than business track; the government is working with two Singaporean cruise ship companies, holding Indonesian Sellers Meetings, Sales Missions and participating in the Asia's Leading Travel Trade Show in Singapore and through ASITA Kepri organizing ASITA Travel Mart, the private citizen track; the Singaporean diaspora contributed to the creation of the 2nd book "The New 10 Bali" series and the holding of SIYLEP involving Indonesian and Singaporean youth/girls, and on the media track; there is a famtrip program that invites the Singapore public and media to cover Indonesian tourism, social media activation by the Indonesian Embassy in Singapore in tourism promotion, and the Ministry of Tourism and Creative Economy in collaboration with local television stations from Singapore in broadcasting Indonesian tourism promotion events.
