Abstract

This research describes Indonesia's public diplomacy at the International Fora as an effort to resolve the issue of Free Papua. The author uses the theory of public diplomacy put forward by Mark Leonard. In this theory, there are three dimensions that act as indicators of the successful implementation of public diplomacy. The results of this study indicate that Indonesia's public diplomacy to influence countries in the South Pacific region through international fora related to the issue of an independent Papua is still not running smoothly, due to the not yet optimal implementation of public diplomacy by Indonesia. This is demonstrated by the continued support provided by several South Pacific countries, one of which is Vanuatu, which continues to support the Free Papua movement. This can be seen from the fact that the development carried out by the Indonesian government, starting from the economy and infrastructure, has not been sufficient to solve the problems in Papua as a whole. Indonesia's public diplomacy in international forums is still dominated by state actors such as the government, while the role of non-state actors such as activists, media, NGOs and others is not enough to improve relations between Indonesia and Papua. Therefore, to solve the problem in Papua, Indonesia still has a chance if it is able to optimize the three dimensions of public diplomacy and optimally coordinate the implementation of public diplomacy, and involve more non-state actors.
