Abstract

The implementation of the M-Paspor application is expected to provide improvements in public services to become one of the innovations to meet the needs of the community supported by information technology, but there are problems that become obstacles in its application, such as many people who do not know about the M-Passport application and network interruptions often occur. This study aims to find out how the application of the M-Passport application is implemented and the inhibiting factors for the application of the M-Passport. This study uses the innovation theory put forward by Everett M. Rogers which has five dimensions. This study uses descriptive qualitative methods and data collection techniques of interviews, documentation, and observation and analyzed using the ATLAS.ti application. The results of the research from the application of the M-Passport application have been well implemented, but there are still people who do not know about the M-Passport application due to socialization that does not reach the entire community network, on the relative advantages dimension it has a value advantageous novelty, on the compatibility dimension it is compatible with the innovation being replaced and adapts to existing needs, on the complexity dimension it seems more difficult because there are additional features and processes, on the trainability dimension the M-Paspor application has been tested with good results before being implemented and on observability dimensions are easy to observe and communicate because the M-Passport application is made clear, concise and solid.
