Abstract

This study aims to analyze the implementation of online learning policies during the Covid-19 pandemic at the Pusri Social Education Foundation Elementary School, Palembang City. The theory used is the Van Meter and Van Horn policy implementation model as seen from 6 (six) dimensions, namely policy standards and targets, resources, characteristics of implementing agents, attitudes of implementers, inter-organizational communication and implementing activities, as well as the economic, social and political environment . The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results of the study were analyzed using the Van Meter and Van Horn frameworks associated with 12 (twelve) prerequisites for the implementation of the Online Learning Policy, including goals, policy objectives, human resources, facilities and infrastructure, the role of the principal, educator support, educator compliance, dissemination of policies, economics, social and politics. The results obtained were that the implementation of the Online Learning policy during the Covid-19 pandemic at the Pusri City Education Foundation Elementary School in Palembang City had not gone well. Inhibiting factors were also found in the implementation of this policy such as the policy targets of students who were not yet optimal, the condition of human resources was not yet adequate, and the economic conditions of educators and student guardians were not optimal. Suggestions need to be made to improve the factors that are still not good so that the implementation of the Online Learning policy during the Covid-19 pandemic at the Pusri City Education Social Foundation Elementary School in Palembang City runs more optimally.
