Abstract
This research was objected (1) to compare farmer empowerment success in agribusiness system development at swamp paddy cultivation by doing Government and Non Govermment Organization, (2) to analysis correlation of human capital and social capital whit farmer empowerment success in agribusiness system development, and (3) to compare farmer income from swamp paddy farming that develop by Government and Non Govermment Organization. The research was conducted on November 2007 until January 2008 by survey methode, and data by disproportionate stratifaid random sampling. The result showed that significant defference of farmer empowerment success in agribusiness system development at swamp paddy cultivation, in which can be view from two aspect; participation and agribusiness system performance. Participation level of farmers develop by BPP was medium criteria and farmer develop by LSM was high criteria, but agribusiness system performance of farmer develop by BPP was medium criteria and farmer develop by LSM was low criteria. Human capital and social capital condition of farmer develop by BPP and LSM was medium criteria. By rank correlation Spearmen test (\ensuremathα=0,05) showed that the correlation human capital and social capital whit farmer empowerment success in agribusiness system development was significant. The average of swamp paddy farming income of farmers develop by BPP were Rp 5.100.029,05/ha/mt, higher than the farmers develop by LSM were average Rp 4.357.644,44/ha/mt. By t-test showed that the income was significant defference with t-score = 2,399 higher than t(\ensuremathα=0,05)=2,0004.
