Abstract

Light Rail Transit merupakan teknologi transportasi terbaru pada tahun 2018 di Indonesia yang sistemnya menggunakan listrik bertegangan 750 VDC dalam kondisi layang dengan tiang yang tinggi. Kekhawatiran yang timbul di masyarakat seperti kereta jatuh dari atas, tabrakan, dan mogok menjadi isu keselamatan terkini. Tujuan penelitian ini adalah menganalisis sistem tanggap darurat. Penelitian kualitatif ini memilih responden secara purposive sampling. Wawancara mendalam dilakukan dengan asisten manajer berperan dalam perencanaan, kepala stasiun berperan dalam pengorganisasian, serta satu masinis dan satu petugas keamanan berperan dalam menjalankan proses. Hasil penelitian menunjukkan sistem tanggap darurat teknis yang disiapkan yaitu keadaan darurat penumpang jatuh di track, gangguan sarana dan prasarana, dan kebakaran sesuai dengan Standar Operasional Prosedur yang telah ditetapkan berpedoman pada Undang Undang No.23 Tahun 2007. Sudah melakukan identifikasi sebelum mengoperasikan kereta, memiliki sarana darurat yang lengkap seperti sarana penanggulangan kebakaran, sarana penyelamat manusia, sarana komunikasi dan sarana medis, terdapat organisasi tanggap darurat dari staff dan petugas keamanan untuk menangani keadaan darurat teknis, terdapat jalur komunikasi saat keadaan darurat, telah melakukan simulasi darurat kebakaran dan evakuasi penumpang di kereta dan stasiun, adanya investigasi dan pelaporan ketika terdapat temuan, telah melakukan inspeksi dan audit setiap tiga bulan sekali. Namun sistem tanggap darurat non teknis Light Rail Transit seperti bencana alam, sabotase dan medis belum dipersiapkan. Belum dilakukan simulasinya serta belum ada emergency response team yang khusus menangani keadaan darurat non teknis. Penelitian menyimpulkan bahwa sistem tanggap darurat teknis sudah berjalan pada Light Rail Transit Sumatera Selatan. Saran yang diberikan yaitu perlunya disiapkan semua elemen untuk sistem tanggap darurat non teknis. Light Rail Transit is the latest transportation technology in 2018 in Indonesia where the system uses 750 VDC voltage in elevated conditions with high poles. Concerns that arise in the community such as trains falling from above, collisions, and strikes become the latest safety issues. The purpose of this study is to analyze the emergency response system. This qualitative research chose respondents by purposive sampling. In-depth interviews were conducted with the assistant manager having a role in planning, the station head having a role in organizing, one machinist and one security officer having a role in the process. The results show that the technical emergency response system that has been prepared is the emergency situation of passengers falling on the track, disruption of facilities and infrastructure, and fire in accordance with the Standard Operating Procedures that have been determined based on Law No.23 of 2007. Already identified before operating the trains, had facilities complete emergency such as fire prevention facilities, human rescue facilities, communication facilities and medical facilities, there are emergency response organizations of staff and security officers to handle technical emergencies, there are communication lines during emergencies, have carried out fire emergency simulations and passenger evacuations on trains and the station, conducting investigations and reporting when there are findings, has carried out inspections and audits every three months. However, Light Rail Transit's non-technical emergency response systems such as natural disasters, sabotage and medical have not been prepared. The simulation has not been done yet and there is no emergency response team that specifically handles non-technical emergencies. The study concluded that the technical emergency response system was already running on the South Sumatra Light Rail Transit. The advice given is the need to prepare all the elements for non-technical emergency response systems.
