Abstract
The objective of this research is to analyze the partnership between oil palm smallholder farmers and Nucleus Estate on oil palm NES (Nucleus Estate Smallholder) scheme in South Sumatera, by using structure, conduct and economic performance model and institution analysis. The focus of analysis is the oil palm -smallholder farm households and the other linkage of economic institutions. This research used cross section data of survey in 2002 at 10 villages, 3 districts, 5 nucleus estates with 350 households as samples in South Sumatera. Time series data come from some sources. The partnership structure and conduct between smallholder farmers and nucleus estate have been already apropriate with the formal guidance from government. The market structure of partnership (NES) is imperfect competition so that the smallholder farmer?s bargaining position is weaker than Nucleus Estate. The oil palm product price setting system is based on the government formula but it is often unfair and non transparent. The product payment system is not in cash but every two weeks. This system is not comfortablet according to the farmers. Based on physical feasibility criteria, the performance of NES are still profitable. The partnership performance of oil palm NES scheme should be increased by (1) correcting the market structure which will result win-win solution (for example in form of bilateral monopoly), (2) empowering the farmer organizations that is farmers? groups, agricultural cooperations, and (3) improving the formula of the farmers?oil palm product price setting and payment systems.
