Abstract
Popular culture is considered as the identity of a country that can be used to be soft power in conducting public diplomacy in order to achieve national interests. Japan is one of the countries that enforces popular culture that has been known by overseas such as manga and anime as a means to carry out public diplomacy. Indonesia has also become one of the objectives of implementing Japan's public diplomacy strategy through popular culture. This study aims to explain how the public diplomacy carried out by Japan through its popular culture to achieve national interests and its efforts to improve the country's image. The approach used in this research is the concept of public diplomacy, with the research method used is qualitative methods. The results of this study indicate that the public diplomacy carried out by Japan through the Popular Culture is quite successful based on the five forms of public diplomacy presented by Nicholas J. Cull, those are Listening, the Japanese government collects opinions and data from the Indonesian to expand the public diplomacy approach in the future. Advocacy, the establishment of the Japanese Cultural Center in Indonesia as a form of implementation of Japanese foreign policy as well as being an actor in spreading public diplomacy strategies in the global sphere. Cultural Diplomacy, many activities with the theme of Japanese popular culture are held in Indonesia, such as Anime Festival Asia Indonesia (AFAID), AFA Station: J-Culture Entertainment Portal, and Animeland. Exchange Diplomacy, the Japanese government holds cultural exchange programs between Japan and Indonesia, namely Nihongo Partner and Asia Kakehashi Project. International Broadcasting, the Japanese government uses various media to reach the Indonesian people in informing about the Japanese popular culture events being held.
