Abstract

Defense diplomacy carried out by Indonesia through the Super Garuda Shield in 2022 is one of the multilateral military exercises in the Indo-Pacific region, which at first was only between the Indonesian Army and the Indonesian Army. Garuda Shield was created as a form of lifting the military embargo against Indonesia which was carried out by the United States from 1999 to 2005. In 2007, the first Garuda Shield exercise was held in Indonesia in accordance with the agreement from the results of several meetings from the Concept Development Conference ( CDC), Initial Planning Conference (IPC), to Middle Planning Conference (MPC), Final Planning Conference (FPC), namely the production of Minutes of Meeting (MoM) as a guideline for military exercises in that period. With the development of these military exercises, a more in-depth study is needed regarding this research entitled Indonesian Diplomacy Through the Garuda Shield in 2022. The theory used as an analytical knife in this research is the theory of defense diplomacy from Cottey and Foster, because this theory is relevant to can see the phenomenon of Indonesian defense diplomacy through the Garuda Shield in 2022. There are 3 dimensions contained in this theory to be able to see Indonesia's defense diplomacy in the Garuda Shield namely, Strategic Engagement, Civil-Military Relations, Peackeeping Capabilities. The research method used is a qualitative method with primary data collection through interviews with relevant sources and secondary data obtained through literature studies originating from journals, books, articles to laws. The results of this research show that Indonesia's defense diplomacy through Garuda Shield has been successful in carrying out military cooperation with other countries, especially in the Indo-Pacific region. This can be seen from the joining of 12 other countries in the Super Garuda Shield joint military exercise in 2022. Keywords: United States of America, Defense Diplomacy, Garuda Shield, Indonesia
