Abstract
This objective of this research was to develope the suitable model for qualified rice seed utilization, identified and observe the farmer perception factors for decision making on rice seed. The research area was located at Ogan Kamering Ulu District, stratified on three types area of farming water management system. It was techenical irigation's area, rain dependent area, and the valley. Those area was founded by the fact that the district is not only the biggest rice producer but also ice seed producer and industry. South Sumatera need s the qualified seeds about 13000 tons per year, but it had been still fulfilled about 18 percent. The utilization of the qualified seed by the farmer could be estimated by the models which was expressed by the variety matching/suitable, variation of growth, growing percentage, productivity and quality guarantee. Further analysis shown that the farmer perception on the seed was influenced by product complain, age, and brand of the seed's produce. Othterwise, it was non significant effect of education and seeding knowledges. The decision making process was identified running through six stages, consist of stimulant acceptor, understanding of problem, information's searching, alternative evaluation, buying, and behaviour stage.
