Abstract

Digital Literation is an effort from Indonesian Ministry of Communication and Informatics to create a digitally competent Indonesian citizen. This research have a purpose to determine how the communication strategy of Regency Communication and Informatics in the Digital Literation program and any obstacle encountered along the Digital Literation program. The theory that being used in this research is strategy communication theory by Onong Uchjana Effendy, with the dimension of recognizing communication target, communication media selection, assessment of the purpose of communication message, and the role of communicators. This research is conducted with qualitative case study method with descriptive analysis method. Data collection technique that being used in this research are observation, in-depth interview, and documentation. The result from this research are the four dimension of communication strategy has been carried out fairly well and the obstacle that being encountered are psychology, mechanic, and ecology obstacles.
