Abstract

This thesis is motivated because The Garbage Management Program with 3R Concept is a policy made by The Goverment of Lubuklinggau city where the implementation has some problems such as the lack of sosialization and training about The Garbage Management Program with 3R Concept, the number of population which increase every year and no garbage that does not exist .The purpose of this research is to know the implementation system of waste management program with 3R concept (Reduce, Reuse, Recycle) in Lubuklinggau city 2014 through data and information obtained in the field. The focus of this research is the socialization of Waste Bank programs and activities. This research uses qualitative descriptive technique. Based on the results of research indicate that the implementation of waste management program with 3R concept in Lubuklinggau City has not run well because of socialization and guidance done by related institutions that is, Environment Office of Lubuklinggau City still very less bad society many do not know how program and what purpose made the Lubuklinggau City government. The Office of the Environment in collaboration with existing organizations within the community and the implementation of socialization activities of the program manage waste with 3R concept.
