Abstract

This study was entitled Evaluation of the implementation of Minimum Service Standards (SPM) in productive age health care programs in Tanjung Batu Health Center in 2017. The research was motivated by the limited quantity of health workers and limited facilities and infrastructure in the Tanjung Batu Health Center. For this reason, it is necessary to evaluate the implementation of the Minimum Service Standards (SPM) service program in Tanjung Batu Public Health Center whether the service standards set in the minimum scope are in accordance with the set targets or still not meeting the target in 2017. The methodology used in this study is qualitative descriptive. Data collection techniques used are documentation, interviews and observation. Informants from this study were the Head of Tanjung Batu Health Center, Head of Administration, coordinator of productive age health service programs, poned staff and patients. This study is a type of evaluation research that uses the theory of evaluation models CIPP (Context, Input, Process, Product) from Daniel Stuff leabeam. The results of this study indicate that the implementation of SPM in productive age health services has not gone well and has not reached the target set by the government because there are several problems that affect the implementation of services such as quantity of human resources, facilities and infrastructure that have not met the standards set. The service has not been allocated quickly, and there is an inaccuracy between intermediate targets that occur in the field and existing rules. So that causes productive age health services have not gone well. The solution that cqn be done by Tanjung Batu Health Center is the socialization of SP M both in the community and service providers, procurement of facilities and infrastructure that conform to the standards of provision, and set priorities in budget allocations.
