Abstract

According to data from the health profile of the number of cases of maternal and infant mortality in Lahat high throughout the years 2008-2012, ie 7 cases, 9 cases, 4 cases, 4 cases and 13 cases, while the infant mortality with 54 cases, 9 cases, 52 cases, 2 cases and 62 cases. The achievement of the program's performance is still below target in 2012 and 2013, as well as the composition of the budget is more dominant in indirect spending that is 53% and 47% of direct expenditure. Direct expenditure composition is dominated by capital expenditure, physical infrastructure and thus the costs for program activities, it can be seen from the budget for the year 2012 amounted Rp.135.570.000 KIA or 0.45% of the total direct expenditure. While the year 2013 by Rp.192.490.000 or 0.54%. The aim of this study was assigned the phenomenon of information about planning and budgeting MCH program at the health department, which includes the planning process analysis of the situation, identification of problems and priorities, setting goals, and work plan development, budgeting process that determines the resources, change resources in the form of money , prepare and budget menyajkan, send and budget approval. This research is a descriptive qualitative approach. Collecting data through in-depth interviews at 6 informants consisting of two MCH staff, Head of Primary Health, Head Health Care Sector. Triangulation is done to Head of sub section Programming and Secretary. The results of the study planning process that analysts do not good situation, identification and prioritization of issues yet to uncover and explore issues, setting goals and targets have been referring to the Strategic Plan SPM, preparation of work plans were not made known. The budgeting process is the determination of the resources already well suit your needs, changing the power source in the form of money is a good reference to the standard price, plan the budget by way of entry SIMDA applications and presents with RKA format, the delivery stages Public Health Service, Agency for Regional Development Planning discussed by TAPD before discussed with Parliament, which determines the admissibility of the ability of HR planners, the availability of funds and political factors.
