Abstract

Small business needs to be developed to improve the poor living conditions. PNPM is one of government programs intended to empower the community especially small business using revolving fund program. This study aims to find out the effectiveness of the distribution and monitoring procedures the management of revolving funds received by small enterprises or community group (KSM). The object research were 110 KSM and 12 UPK (Financial Management Unit), taken by simple random sampling at Palembang city. The effectiveness of the procedure analyzed with satisfaction scores, and the effect to the financial performance was also analyzed on the basis of loan funds at risk, portfolio at risk, coverage cost, return on investment. The result shows, in general, they were satisfied with the distribution procedures and less satisfied with the monitoring procedures. The effectiveness of the financial performances in Palembang city are Suspend in average according to World Bank Standard
