Abstract

This study is entitled Implementation of IMTA Extension Retribution Policy in Palembang City. IMTA Extension Levy is a levy for granting an extension of a permit to employ foreign workers to foreign employer. This policy appears in the background to control the number of foreign workers scattered in Palembang City and to provide opportunities for additional Regional Original Revenue. In fact, the number of foreign workers employed does not correspond to the number that does the IMTA Extension Retribution. The implementation model used is the Thomas B. Smith implementation theory model which consists of four dimensions, namely the Ideal Policy, Target Groups, Acting Actors, and Environmental Factors. This type of research uses descriptive qualitative. Data collection techniques based on observation, documentation and direct interviews. The results showed that the implementation of the IMTA Extension Retribution policy in the city of Palembang had been implemented procedurally, but in terms of targets it was not appropriate. This is due to obstacles and irregularities when the policy is implemented by the policy implementers. In addition, the community and target groups lack understanding of the objectives of this policy. This study recommends that there is a scheduled synchronization meeting from the relevant agencies, the DPM-PTSP service and Ketenagakerjaan Office of Palembang City planning the training of implementing actors, and the existence of checks and balances between parties involved in implementing the policy.
