Abstract

This study aims to determine the development of Bengkulu City Government financial capability to support the implementation of autonomy for fiscal years 2007-2011. The study was conducted of Bengkulu City Government. Data used is Budget Realization Report. The results were analyzed using the comparative descriptive method by several financial ratios. The analysis has been done obtained the following results, financial self sufficiency ratio indicated by the average rate ratio of 6.53% and classified in instructive shows that capability of city government in meeting the needs of funds for implementation of tasks governance, development and services society is still relatively low. Degree of fiscal decentralization ratio has only an average of 5.38%. This means the level of independence/financial capability of Bengkulu City Government still low in implementing autonomy. In 2007-2009, Debt Service Coverage Ratio (DSCR) shows well financial situation for both borrowing and repayment, otherwise the last two years show the opposite situation and indicated by negative numbers. At hannony ratio, routine expenditure is greater than the development expenditure. The growth ratio, as a whole has increased in each year due to increased taxes and levies. Generally, financial development of Bengkulu City Government still low.
