Abstract

The Background of this study was that the application of the personnel management information system had not been effective due to several indicators. This study aimed to determine, explain, and measure the effectiveness of the application of information systems based on e-office applications in PT Kereta Api Indonesia (Persero) Regional Division III of Palembang. This Study used qualitative method with a descriptive approach, primary and secondary data obtained from interviews and literature review, and theories of information system effectiveness according to Delone and McLean adopted by Seddon (1997). There are four aspects to measuring the effectiveness of information systems namely system quality, information quality, top management support and usability. The results of this study showed that the effectiveness of the application of information systems based on e-office applications in PT Kereta Api Indonesia (Persero) Regional Division III of Palembang had been effective but not optimal since there were still some obstacles encountered in the implementation process. In the aspect of system quality, there was already clarity and understanding of the indicators of human resources involved in the process of managing, using, and developing e-office applications, but not optimal due to a lack of human resources to process administrative data and files. In the procedure indicator, it was effective since the e-office application already had a complete procedure. However, the physical infrastructure indicators were not effective because of the lack of supporting equipment for data management in e-office applications. In the aspect of information quality, it was effective since the information generated by e-office applications was quite accurate, relevant, timely, and complete. In the aspect of top management support, it was still not effective due to lack of awareness and participation of employees in the training and socialization provided by PT KAI (Persero). In the aspect of usability, it was effective because the application of e-office applications provided many benefits to all employees of PT KAI (Persero) Divre III Palembang and it could simplify and speed up the work process of employees.
