Abstract

This research’s background is because of the decrease budget ceiling in the year 2018 and the difference budget in the year 2018 at the combined immigration surveillance operation at the TPI Immigration Office Class I of Palembang City, even though the activity is on a large-scale activity because the activity is being cooperates with four district governments, two city governments and with the officials security such as the Indonesian National Army (TNI) and the Police. This reserach aims to determine the Budget Performance of the Combined Immigration Oversight Operation Activities. The method that being used is the descriptive qualitative method. The research on the budget performance uses the theory of the performance measurement system based on the budget analysis from Muhammad Mahsun that based on three dimensions, namely as performance measurement, planning and implementation. The results showed that the budget performance of the combined immigration control operational activities was quite good but not really optimal, because it seen in the dimensions of the performance measurement, the budget for the combined immigration supervision operational activities at the TPI Palembang Immigration Office Class I was included in the underspending category with a fairly budget efficiency level, at the planning of the activities and the budget is in the accordance with the guidelines in the regulations and the implementation of activities is in the accordance with the Standard Operating Procedure (SOP) but the dimensions of budget execution are not yet optimal because there are two expenditure posts that are not absorbed really properly. The recommendation that being recommended in this research is the TPI Immigration Office Class I of Palembang advised to do minimize the expenditure budget which would not be used so that the nominal budget difference is not too large.
