Abstract

Data Kemenkes, menyebutkan terdapat sebanyak 43 Rumah Sakit Khusus Jiwa yang ada di seluruh Indonesia. Rumah Sakit Ernaldi Bahar merupakan satu-satu rumah sakit khusus jiwa di Provinsi Sumatera Selatan. Angka BOR (Bed occupancy Ratio) angka penggunaan tempat tidur Rumah Sakit Ernaldi Bahar sebesar 44,28% berada di bawah target nasional sebesar 60%. BOR yang dibawah standard nasional dapat menyebabkan penurunan mutu di rumah sakit. Diperlukan perumusan strategi dengan pendekatan SWOT agar dapat memberikan langkah tepat dalam meningkatkan mutu pelayanan rawat inap kelas III. Penelitian ini bertujuan untuk menganalisis Kekuatan, Kelemahan, Peluang dan Ancaman di Pelayanan Rawat Inap Kelas III Rumah sakit Ernaldi Bahar. Metode penelitian ini merupakan penelitian deskriptif analitik menggunakan pendekatan desain studi kualitatif. Informan penelitian ini terdiri dari 2 kepala ruang rawat kelas III. Keputusan pengembangan strategi pelayanan rawat inap kelas III Rumah Sakit Ernaldi Bahar menggunakan analisis SWOT meliputi analisis kekuatan, kelemahan, peluang dan ancaman. Hasil penelitian menunjukkan kekuatan Rawat Inap yakni tersedia 8 Dokter spesialis jiwa, memiliki alat medis ECT. Kelemahan jumlah perawat belum mencukupi, bangunan yang mulai rusak, dan ketidakpahaman petugas terhadap SOP/SPM. Peluang adanya izin operasional keputusan kepala badan Koordinasi penanaman Modal Republik Indonesia. Ancaman aksesbilitas pasien terhadap rumah sakit menjadi sulit. Kesimpulannya Berdasarkan hasil Analisis SWOT, maka pengembangan startegi Pelayanan Rawat Inap Kelas III merupakan suatu kebutuhan mengingat kekuatan, kelemahan, peluang dan ancaman yang ada melalui upaya strategis untuk meningkatkan mutu pelayanan. Adapun saran yang dapat membangun yaitu menambah jumlah perawat, pengembangan terhadap teknologi dan memaksimalkan kerjasama yang telah dibangun. Kata Kunci : SWOT, Strategi, Rawat Inap Kepustakaan : 2000 - 2020 ABSTRACT Kemenkes data states there are 43 Special Mental Hospitals throughout Indonesia. Ernaldi Bahar Hospital is the only mental hospital in South Sumatra. The National BOR rate set on 60%. The BOR rate of Ernaldi Bahar Hospital is 44.28%. The strategy formulation using the SWOT approach is required in order to provided the right steps in improving the quality of inpatient services. This study aims to analyze the Strengths, Weaknesses, Opportunities and Threats in Class III Inpatient Services of Ernaldi Bahar Hospital. This research method is a descriptive analytic study using a qualitative study design approach. The informants of this study consist of 2 class III ward heads. The decision to develop a class III inpatient service strategy of Ernaldi Bahar Hospital using a SWOT analysis includes an analysis of strengths, weaknesses, opportunities and threats. The results showed the strength of inpatient care, namely there are 8 psychiatric doctors who have ECT medical equipment. Weaknesses in the insufficient number of nurses, buildings that are starting to break down, and officers' lack of understanding of SOP / SPM. Opportunities for collaboration with BPJS, support from local and provincial governments. The threats to the purchasing power of patients are weakening. The conclusion based on the results of the SWOT analysis is the development of a Class III Inpatient Service strategy of Ernaldi Bahar Hospital is a necessity given the strengths, weaknesses, opportunities and threats that exist through strategic efforts to improve the quality of services. The suggestions can be build by increasing the number of nurses, developing technology and maximizing the cooperation that has been built. Keyword : SWOT, Strategy, Inpatient Literature : 2000-2020
