Abstract

Rehabilitation can be used as an attempt depenalisasi for drug addicts because every addict is a sick person sick physically and soul, because addiction to narcotics. He must seek the fulfillment of narcotics in any way, so for narcotics abusers need to be rehabilitated and treated than he should be placed in the Penitentiary (Prison). Because it was feared he would continue to take measures other new crime within correctional institutions, such as the practice of bribery by unscrupulous, violent and becoming a killer, and even become part of the city narcotics syndicate in prisons is often much happening recently , So strived for those who become drug abusers have to be channeled to the Rehabilitation Institute Center for treatment. Depenalisasi for rehabilitation as a drug addict certainly has many advantages, Beyond the focus on the purpose of punishment cases narcotic crime, where rehabilitation can be used as an alternative way for 3 Penitentiary is considered to be no longer able to accommodate the inmates can be inserted into the Rehabilitation Institute. Rehabilitation is considered effective in solving problems related to the abuse and illicit trafficking in Indonesia. Key words: Depenalisasi, Rehabilitation, Narcotic Addicts
