Abstract

The border conflict that occurred between Ethiopia and Eritrea has colored the dynamics of international relations in the African region for more than twenty years. The ownership of the city of Badme, which right on the border of Ethiopia and Eritrea, is the starting point for conflicts between the two countries. Both Ethiopia and Eritrea want the city of Badme to enter their territory. Although peace efforts have been made to resolve this border conflict, peace has not been achieved. Each of the countries in conflict did not follow through on the results of the peace agreement that had been agreed upon and placed the two countries in a "neither war nor peacel" situation for more than twenty years. Ethiopian Prime Minister Abiy Ahmed is in the international spotlight after carrying out some initiatives to resolve the conflict between Ethiopia and Eritrea. Abiy Ahmed decided to sign a peace agreement with the President of Eritrea Isaias Afwerki and end the long conflict between the two countries. Twenty years is a very long period for the absence of a peace agreement between Ethiopia and Ertirea. However, Prime Minister Abiy Ahmed dared to make a decision by agreeing to the Algiers Treaty, which declared Badme part of Eritrea, just months after officially becoming Prime Minister of Ethiopia. This research aims to explain how the leadership of the Ethiopian Prime Minister Abiy Ahmed is, so that the conflict between the two countries can end and peace can be realized. This research will use transformational leadership theory to understand Abiy Ahmed's leadership not only through his personal aspects, but also through his relationships with other people (followers). This research also uses conflict resolution theory as a sub-theory that helps describe the resolution of conflicts that occur and sees peace actions or policies initiated by Abiy Ahmed so that peace can be realized between the two countries. The method used in this research is a qualitative method with secondary data obtained through document-based data collection. The results of this research indicate that the policies made by Abiy Ahmed during his leadership were intellectual stimulation from the educational background he obtained through the Department of Peace and Resilience Studies at Addis Ababa University which played a role in shaping his mindset towards peace and his mindset in responding to conflict resolution between Ethiopia and Eritrea . The intellectual stimulation obtained by Abiy Ahmed is then reflected in the narrative of optimism and motivation that he spreads through the speeches he delivers by making unity as the main point. The realization of Abiy Ahmed's reformational policies cannot be separated from the influence he exerts on his followers. The emergence of Abiymania as a manifestation of the spread of Abiy Ahmed's influence on his followers and the impact on increasing the trust of the Ethiopian population in the federal government along with various new policies that have been drafted under Abiy Ahmed's leadership, changing mindsets and involvement of the Ethiopian population towards unity and peace, and shaping the statement that needs of Ethiopian population are fullfilled through Abiy Ahmed's actions. This impact is reflected in various statements by the Ethiopian population that were conveyed on several occasions. After understanding Abiy Ahmed's leadership in his efforts to achieve peace between Ethiopia and Eritrea, it can be concluded that Abiy Ahmed's leadership has four aspects contained in transformational leadership, such as intellectual stimulation, giving motivation, the effect of action on followers, and individual consideration.
