Abstract

Starting from an agricultural agreement (Agreement on Agriculture / AoA) which is one of the agreements that have been regulated in the WTO. This agreement was made on the basis of opening up free trade taps regarding agricultural products. The contents of this agreement regulates the various permissible and unauthorized rules for each member of the WTO and the elimination of restrictions in trade, especially agricultural products, one of which is in terms of subsidies for agricultural products. Agricultural problems in Indonesia as a result of this agreement led to the birth of an Indonesian peasants organization Serikat Petani Indonesia (SPI) which has a role to play in helping farmers in dealing with agricultural problems at local, national and global levels. This study aims to determine how the forms of struggle carried out by SPI in facing agricultural liberalization in South Sumatra, especially in their fostered villages, Bangsal Village and Talang Keramat Village. The author uses the Social Movement theory in this research where in this theory there are preparations that must be had in social movement activities such as interest, organization, opportunities, mobilization, and collective action so that it can be said that these are advocacy activities that contain action and campaigns and in empowerment activities containing education and training. And in this study using qualitative methods that are descriptive. The results showed that the advocacy and empowerment activities carried out by SPI as a form of struggle against agricultural liberalization had significant results among farmers. Although, in this study there were differences in the results between the two villages fostered by SPI, the activities carried out by SPI raised awareness among farmers due to the existing anxiety and problems, thus making farmers aware and trying not to be too dependent. and independent for its own agricultural products, especially in the production aspect. It can be said that the objectives of SPI in South Sumatra are still far enough away from agricultural liberalization if there is no awareness of the farmers as well as assistance from the government and the wider community.
