Abstract

Implementation of Minimum Service Standards Policy at Puskesmas Simpang Babat in the Penukal Subdistrict of Penukal Abab Lematang Ilir District (Case Study on the Elderly Health Services). Thesis of The Public Administration Department of Social and Political Sciences Faculty in Sriwijaya University. This research examined the implementation of the Minimum Service Standards Policy at the Penukal Subdistrict of Penukal Abab Lematang Ilir District on the case Study of the Elderly Health Services. The purpose of this research is to find out how to implement and understand the supporting factors and inhibitory factors in the implementation of the Minimum Service Standards Policy at Puskesmas Simpang Babat in Elderly Health Services. This research uses a qualitative descriptive with descriptive research methods. The research focus of this research is communication, resources, disposition and bureaucratic structure. The data was obtained from the primary data, namely through interviews with the Head of Puskesmas Simpang Babat, Elderly Health Services, General Doctors, and two elderly people in the working area of Puskesmas Simpang Babat. Based on the results of the analysis and research can be concluded that, the implementation of the Minimum Service Standards Policy at Puskesmas Simpang Babat in Elderly Health Services has not been implemented properly, as is the case in communication systems with the elderly and the participation of the elderly community has not been carried out to the maximum. Puskesmas Simpang Babat as a policy implementer is expected to carry out a good communication on the policy objectives in order to implement the policy in accordance with the desired objectives.
