Abstract

Kecelakaan lalu lintas merupakan penyebab kematian tertinggi nomor sembilan dan bertanggung jawab atas 2,2% dari keseluruhan kematian secara global, audit keselamatan jalan merupakan salah satu cara untuk mengantisipasi terjadinya kecelakaan lalu lintas. Kecelakaan yang pada umumnya terjadi karena berbagai faktor penyebab secara bersama-sama, yakni: faktor manusia, faktor lingkungan dan faktor iklim. Tujuan penelitian ini untuk melakukan Road Safety Audit dalam Aspek Manajemen dan Keselamatan Lalu Lintas pada Jalan Kolonel H. Burlian. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif serta metode wawancara dan analisis HIRARC. Informan berjumlah enam orang dengan dua informan kunci dan empat informan pendukung. Hasil penelitian menunjukkan sepanjang jalan Kolonel H. Burlian geometri jalan masih belum layak untuk dilalui kendaraan dikarenakan kondisi jalannya yang banyak lubang serta bergelombang, kelengkapan rambu lalu lintas sudah cukup terpenuhi namun memiliki kondisi yang kurang baik seperti marka jalan dalam kondisi yang sudah pudar atau tertutup tambalan aspal yang berlubang mengakibatkan marka jalan tidak terlihat, lampu jalan masih banyak sekali yang sudah tidak menyala, walaupun lampu jalan terpasang tetap ada dengan kondisi sudah tidak menyala, lebar dan bahu jalan masih tidak memungkinkan untuk digunakan selain tidak sesuai dengan standar masih banyak temuan seperti kondisi yang sudah rusak ataupun ada penghalang. Bahu jalan harus dalam keadaan steril tanpa ada penghalang di sekitarnya, penilaian risiko daerah yang menjadi titik paling rawan berada di area Kolonel H. Burlian ini dilihat berdasarkan identifikasi bahaya, kejadian kecelakaan, dan kelengkapan rambu lalu lintas. Kesimpulannya adalah faktor terjadinya kecelakaan lalu lintas di jalan Kolonel H. Burlian ini adalh faktor manusia itu sendiri seperti human error, faktor iklim seperti hujan deras dan juga faktor lingkungan seperti banyaknya lubang di jalan. Penanganan untuk mengurangi tingkat kecelakaan lalu lintas di jalan Kolonel H. Burlian disarankan meningkatkannya sarana dan prasarana di area tersebut yang di koordinasi oleh pihak Dinas Perhubungan, Kepolisian dan Pemerintah Daerah itu sendiri. Road traffic accidents are the ninth leading cause of death and are responsible for 2.2% of all deaths globally. Road safety audits are one way to anticipate traffic accidents. Accidents that generally occur due to various causes collectively, namely: humans, road conditions and road completeness. The purpose of this study was to conduct a Road Safety Audit in the Management and Traffic Safety Aspects of Jalan Kolonel H. Burlian. The research used a descriptive method with a qualitative approach as well as interview methods and HIRARC analysis. There are six informants with two main informants and four regular informants. The results showed that along the Colonel H. Burlian road, the road geometry was still not suitable for vehicles due to the road conditions that had many holes to the bumps, the completeness of traffic signs was sufficiently fulfilled because they had poor conditions such as road markings in faded conditions or covered with patches. The asphalt is perforated resulting in invisible road markings, there are still a lot of street lights that are not on, even though they are in a non-living condition, the width and shoulders of the road are still not possible to use other than not in accordance with the standard, there are still many findings such as damaged conditions nor is there a barrier. The shoulder of the road must be in a sterile state with no obstructions around it, the risk assessment of the area which is the most vulnerable point in Colonel H. Burlian's area is seen based on hazard identification, accident events, and completeness of traffic signs. The conclusion is that the factors of traffic accidents on Colonel H. Burlian's road are human factors, such as human error, climatic factors such as heavy rain and environmental factors such as the number of holes in the road. Handling to reduce the level of traffic accidents on Jalan Colonel H. Burlian is recommended to improve facilities and infrastructure in the area which is coordinated by the Transportation Agency, the Police and the Regional Government itself.
