Abstract

The researcher focused on the research at the Palembang City Population and Civil Registration Office. Identification of the problem: the length of time the Certificate of Move / Is issued; Courtesy and environmentally friendly family services cannot provide services, there is no 3S slogan (smile, greetings, greetings); The large number of people who come to the Department of Population and Civil Registration of the City of Palembang is not in accordance with the number of places there, visible to many people who work to queue. Research method: qualitative. The purpose of the research is to find out the performance in correspondence conducted at the Office of Population and Civil Registration of Palembang City. Theories that are, according to (Robbins, 2006: 260) indicators to measure individual performance there are six indicators, namely quality, quantity, timeliness, tips and independence. The results of the study show, first, from human resources, existing HRs meet and meet standards. The SOP (Operational Procedure Standard) which regulates issues in the context of services that are easy to understand and not convoluted, including those related to the amount of fees charged to the community as users of services. Second, Quantity, Facilities and infrastructure, problems in the Population Administration Information System (SIAK) this has an impact on the completion of the implementation time. Third, the timeliness in completing the letter, in this case it is not optimal, the residents must come again because there are no problems. Fourth, effectiveness, work adaptability, employees in this matter already know from each, and they work for them. Fifth, Independence, government institutions in service are still lacking, employees are provided only for SOPs, and responsibilities, according to position or position and duties for service, multipurpose tempe, company management, public service, each employee hopes to have responsibility in each solution -one.
