Abstract
Article 127 paragraph (2) of UU No. 35 year 2009 concerning narcotics mandates that addicts and victims of narcotics abuse must do rehabilitation, in order to support this matter the National Narcotics Agency (BNN) has proposed a new law called the law of the National Narcotics Agency (BNN) No. 11 year 2014 concerning Procedures for Handling Narcotics Addicts and Victims of Narcotics Abuse to Rehabilitation Institution related to the formation of the Integrated Assessment Team (TAT) established by the Head of the National Narcotics Agency (BNN). The above statements are then compiled and processed in order to make problem formulation, namely; what is the position and authority of the Integrated Assessment Team in the narcotics crime justice system, how does the binding power of the Integrated Assessment Team's recommendation letter in the narcotics crime justice system and what is the function of the Integrated Assessment Team recommendation letter in the narcotics crime justice system. This research is a normative study supported by empirical data, using quantitative research with inductive inference techniques. From discussion result shows that The Integrated Assessment Team (TAT) in the narcotics freedom justice system is a team that has full authority based on the laws and regulations that have given such authority. The recommendation letter from the Integrated Assessment Team (TAT) in the narcotics justice system does not have binding power for the Panel of Judges who examine and adjudicate cases against narcotics. The function of the recommendation letter from the Integrated Assessment Team (TAT) in the narcotics justice system have a major influence in the evidence of the case in order to determine the types of crimes handed down for the sake of trial or rehabilitation.
