Abstract

The background of this problem is that Myanmar has stripped Rohingya of their citizenship and has committed acts of violence against the Rohingya ethnic group, which then made a large number of Rohingya leave to seek refuge in other countries. Bangladesh is one of the destination countries for Rohingya refugees from Myanmar. However, too many refugees have come while Bangladesh is categorized as a poor country, making Bangladesh unable to accommodate more refugees, while refugees cannot simply be returned to Myanmar. This study used qualitative research methods with descriptive research type. The data source to be obtained in this research is secondary data. data is obtained from recorded interviews, photos, articles, company documents collected, written / online reports, books, written / online journals, related previous research, and existing archives. To answer existing research questions, the author uses the theory of Migration Security, relating to how the legal aspects regulate refugees, government policies taken, the main priority in a policy, prevention and detention related to violations. The results of the study include: (1) Bangladesh agreed to collaborate with UNHCR to implement a voluntary repatriation program carried out without coercion and give Rohingya refugees the right whether they want to return to Myanmar or still want to stay in refugee camps while waiting for conditions in Myanmar to be safe. (2) Bangladesh is represented by UNHCR to deal with matters with Myanmar in which Myanmar is required to prepare adequate housing for Rohingya refugees when they return later and restore their basic rights as citizens and ensure the safety of Rohingya refugees when they return to Myanmar. As for the suggestions from the researchers, namely: (1) While waiting for Myanmar to prepare for the repatriation of the Rohingya ethnicity, the Bangladeshi government should mobilize more security forces to maintain peace and comfort for refugees living in camps considering that there are still acts of violence to killings that occur among Rohingya refugees. (2) Myanmar is more open and cooperative with UNHCR, which intends to help ensure that the repatriation process can be carried out on time.
