Abstract

Sustainable Food Agricultural Land (LP2B) is a government program covering systems and processes in planning, utilizing, and developing, controlling, and supervising agricultural land and its area in a sustainable manner. The LP2B policy will be implemented in September 2021 in Pemulutan District, Pemulutan Barat District, Indralaya District and North Indralaya District, Ogan Ilir District. This policy needs optimal preparation, especially the readiness of farmers, which of course cannot be separated from the role of the agricultural sector. This study aims to (1) measure the level of perceptions of lowland rice farmers to accept the Sustainable Food Agriculture Land (LP2B) policy in Ogan Ilir Regency, (2) to analyze the characteristics of farmers that influence lowland rice farmers to accept the LP2B policy in Ogan Ilir Regency, (3) Analyze the relationship between the nature of innovation and environmental factors on the perceptions of lowland rice farmers' acceptance of the LP2B policy in Ogan Ilir Regency. This research was conducted in Pemulutan District in Pelabuhan Dalam Village and Teluk Kecapi Village, then in Indralaya District in Sakatiga Seberang Village and Muara Penimbung Ilir Village. Data collection in the field was carried out from December 2020 to January 2021. The method used in this study was a survey method with questionnaires and direct interviews. The sampling method in this study used Disproportionate Stratified Random Sampling with a total of 60 farmers, each of which was fifteen farmers representing Pelabuhan Dalam Village, Teluk Kecapi Village, Sakatiga Seberang Village and Muara Penimbung Ilir Village. The data collected in this study are primary data and secondary data. The results showed that the farmers' perceptions of the indicators were in good criteria for accepting the LP2B policy in Ogan Ilir Regency regarding the willingness to become land, the purpose of suitability in implementing policies, and LP2B incentives and disincentives. Characteristic factors that influence farmers' perceptions of accepting the LP2B policy are age and formal education. Meanwhile, the number of dependents, length of stay, area of land under cultivation, distance from house to land, income, and involvement in farmer groups did not affect. The factors of the nature of innovation that are significantly related to farmers' perceptions of accepting the LP2B policy are relative advantage, compatibility, triability and complexity. Meanwhile, what is not significantly related is complexity. Environmental factors that have a significant relationship with farmers' perceptions are the socialization of training, audiovisual media and farmer groups.
