Abstract

This thesis is entitled Performance of the Implementation of Professional Zakat Management Policy at the National Zakat Agency of Ogan Ilir District”. This research is motivated by the problem of professional zakat management that has not been realized in accordance with the target to be achieved by the National Zakat Agency of Ogan Ilir District. This research aims to determine the implementation performance of the Professional Zakat Management Policy at the National Zakat Agency of Ogan Ilir District. This is a qualitative method. This research uses the theory of implementation from Van Meter and Van Horn which is influenced by six indicators, namely the size and objectives of resource policies, the characteristics of the implementers agent, communication between organizations, attitudes/tendencies (disposition) of the implementers of the social, economic and evironmental conditions and politics. The results of this study indicate that the implementation of Professional Zakat Management has been carried out, but there is still obstacles in the resource indicators consisting of human resources where is still a lack of employees at the National Zakat Agency of Ogan Ilir District, there is not operational funds from the Regional Government so the recruiting employees is constrained by budget, the facilities and infrastructure resources that support the implementation of professional zakat management have not been maximized because administrative tools are still lacking and public awareness of paying zakat is still lacking. The result of this thesis is that the National Zakat Agency of Ogan Ilir needs to develop socialization about zakat not only professional zakat, socialization is also needed to increase public awareness of the importance of paying zakat especially for muslims, and it is necessary to increasing the optimization of the performance of empeloyees at Baznas so that the Implementation of professional zakat management at the National Zakat Agency of Ogan Ilir Distric runs well.
