Abstract

This research is motivated by the problems experienced by employees of the Asset Sector at the Regional Financial and Asset Management Agency of South Sumatra Province in the process of managing the transfer of regional property in the form of holding grants to the Ministry of Research and Technology for Sriwijaya State Polytechnic, which process takes a long time to eight. month. This problem arises due to a lack of coordination between employees in the management of the transfer and executing employees of the removal, for the process of transferring grants itself is regulated in the Regulation of the Minister of Home Affairs Number 19/2016 on Guidelines for Management of Regional Property. This research uses the theory of the Rasto procedure through six variables, namely efficient, effective, simple, consistent, flexible and acceptable. This study used a qualitative descriptive method with documentation and interview data collection techniques. The result of this study indicate that the success of the management process of the transfer of regional property in the form of land grants to the Ministry of Research, Technology and Higher Education for the Sriwijaya State Polytechnic in 2018 in terms of effectiveness and acceptance by users is inefficiency, difficult to implement, inconsistent, and inflexible. The theoretical suggestions that can be given in the management of goods management are not only paying attention to 2 things of acceptance and effectiveness, but also of paying attention to 4 things of efficiency, simplicity, consistency and flexibility of management. Suggestions to the Government, especially in the management of regional property, should impose time on the management of the transfer process in the form of a grant in the Minister of Home Affairs Regulation Number 19 of 2016 and suggestions for agencies managing the transfer should carry out training on the transfer process, especially for employees of the Regional Property in order to equip and improve understanding and develop work competencies in order to minimize errors in work.
