Abstract

In 2019, the Government of Indonesia through Regulation of the Minister of Energy and Mineral Resources No. 11 of 2019 accelerated the ban on raw nickel exports to 2020, which should have been implemented in 2022. The policy was made based on the government's motivation to be able to add value to its nickel ore. This study aims to explain whether the efforts given by the government through this regulation are the right steps to take and are able to increase the competitive value of Indonesian nickel products. This problem will be reviewed through the concept of Competitive Strategy by Michael Porter which will look at the competitive position of an industry in its fundamental. This study uses a qualitative approach using descriptive analytical research methods. By using primary and secondary data obtained through interviews and documentation from the Directorate General of Mineral and Coal, the Indonesian Ministry of Energy and Mineral Resources and the Indonesian Smelter & Mineral Processing Association as well as literature from various relevant sources. The results of this study indicate that the government's action by implementing the Regulation of the Minister of Energy and Mineral Resources No. 11 of 2019 is the right action. With the implementation of this policy, the competitive value of nickel in Indonesia has increased. This policy makes Indonesia as a supplier of nickel products benefit from getting value added to its products which encourages an increase in competitive value so as to make Indonesia's nickel competitive position higher in the existing competition.
