Abstract

This research is motivated by problems experienced by civil servants, teachers and educators teaching in Senior schools / Vocational schools in regencies / cities that are far from the administrative service center of the provincial government, where the difficulty of managing personnel administration is like taking care of promotions and positions, the problem arose because of the impact of the policy on the distribution of local government affairs in the field of education, where Senior schools/ Vocational schools education which was originally managed by the Regency/ City Government was now transferred to the Provincial Government, for the policy of transferring the status of teacher civil servants and education staff themselves regulated in the Regulation of the Head of the State Civil Service Agency Number 1 of 2016 concerning the Process of Implementing the Transfer of District/ City Civil Servants Occupying the Functional Position of Teachers and Education Personnel to become Provincial Civil Servants. This study uses the theory of the implementation of Van Meter and Van Horn through six variables, namely standards and policy objectives, resources, characteristics of implementing agents, communication between organizations, social, economic, political environment and disposition of the implementor.This research uses descriptive qualitative method with data collection techniques in the form of documentation, observation and in-depth interviews. The results of this study indicate that the standards and policy objectives come from Law number 23 of 2014 and Regulation of the Head of State Civil Service Agency number 1 in 2016, with implementing agents namely the Regional Civil Service Agency and the Provincial Education Agency, then the Human Resources transferred are from Teachers and Educators from each Regency / City in South Sumatera Province. Suggestions that can be given to the implementor of the need to make a work unit in each Regency / City as an extension of the agency and agency to teachers and education staff to facilitate the administration of staffing or education, and advice for teachers and education staff should accept that this is a risk which cannot be avoided if you become a civil servant.
