Abstract

Social aid issued by the government should be implemented efficiently in order to reduce poverty and increasing the human development index especially during the Covid-19 Pandemic. This study aims to analyze the efficiency and influence of social aid expenditure on poverty and human development index on Sumatera Island. The data used is secondary data during two years research period started 2019 to 2020. The data analysis technique uses Data Envelopment Analysis (DEA) in the form of Variable Return to Scale (VRS) which is output oriented and linear multiple regression with dummy variables. The results showed that (a) in 2019 there were four provinces that were categorized as efficient, namely Aceh Province, Riau Province, South Sumatera Province and Lampung Province, while in 2020 there were only three provinces that were categorized as efficient, namely Aceh Province, Lampung Province and Riau Islands Province.; (b) social aid expenditure has a positive and significant effect on poverty; (c) social aid expenditure has a positive but not significant effect on the human development index; (d) the effect of social aid expenditure on poverty and the effect of social aid expenditure on the human development index on Sumatera Island have no difference between before the Covid-19 Pandemic and after the Covid-19 Pandemic.
