Abstract

Crude Palm Oil (CPO) is one of the main commodities that has a major contribution to Indonesian economy. However, in recent years, Indonesian palm oil has experienced discrimination from the European Union. Indonesia is considered to have neglected environmental issues by continuing to expand the area and production of palm oil which has resulted in deforestation which is included in the high-risk category of Indirect Land Use Change (ILUC). The threat of an oversupply of Indonesian CPO in the global market if the gradual restriction of RED II comes into effect in 2024 encourages the government to strive to develop downstream palm oil industry in order to create high domestic market demand. This was done by the government as an effort to maintain stable CPO prices and so that Indonesian CPO does not depend on the European Union market. Based on the theory of neo-mercantilism, the state must focus its interests by properly increasing industrialization. For this reason, this study aims to explain based on a descriptive research methodology regarding the efforts made by the Government of Indonesia in improving the quality of Indonesian CPO by developing the downstream palm oil industry in order to create economic independence so that Indonesian CPO will not depend on the European Union market. The result of this research shows that in supporting the development of downstream palm oil industry, the Indonesian Government enforces several policies, such as tax incentives, duty policies, mandatory biodiesel policies, smallholder palm oil replanting program, strengthening the Indonesian Sustainable Palm Oil (ISPO) certification system and Human Resources (HR) development programs.
