Abstract

Drugs are part of transnational crime and very serious problems are faced by all nations in the world. The effects of drugs can threaten the security and stability of a country. To combat drugs, therefore, came the idea of bilateral and multilateral cooperation between countries. On October 11, 2013, Badan Narkotika Nasional Republik Indonesia (BNN RI) has signed Memorandum of Understanding (MoU) with Narcotics Control Bureau of India (NCB India) and there are twelve points of cooperation agreed on by both sides. The study aims to get an idea of the process of cooperation between BNN RI and NCB India of addressing drug smuggling in 2013 to 2018. There are four concepts used in the study: (a) Transnational Crime (Drugs); (b) International Cooperation; (c) Implementation; (d) Smuggling. As for the data presented in this study of primary data through interviews with numerous sources and secondary data through literature studies. The author explains using qualitative data analysis techniques. The study indicates that the cooperation of BNN RI with NCB India of dealing with drug smuggling on the compromised MoU implementation such as: (a) Information Exchange; (b) Collaborating on Suppression of Illegal Trafficking; (c) Taking Coordinated Measures. In addition to implementation, as for BNN RI co-cooperation with NCB India, such as: (a) Information Exchange; (b) Inconsistency in Judgment; (c) Bureaucracy; (d) Sea Zone.
