Abstract

The Transatlantic Trade and Investment Partnership (TTIP) between the United States and the European Union is the most ambitious agreement in international trade. TTIP aims to eliminate import duties, reduce non-tariff barriers, harmonize standards and implement stronger protections for foreign investment. At the G8 Summit, the President of the United States and the President of the European Commission declared the negosiations concerning the TTIP on June 17, 2013. During the negotiations, this negotiations was opposed by various political parties and non-governmental organizations in Germany. Criticism is directed at the ISDS mechanism which is considered to have a negative impact on German national sovereignty. This criticism also had an impact on the political dynamics in Germany which then led to public concern about the decline in environmental standards, so that the anti-TTIP campaign that rapidly grow in Germany, namely TTIP Unfairhandelbar. This study aims to explain how the anti-TTIP social movement in Germany can influence trade policies in order to the TTIP negotiations are successfully stopped. This study uses new social movement theory to understand how TTIP Unfairhandelbar can organize groups and other factors that support the success of the campaign. The method used in this study is a qualitative method with secondary data obtained through literature study. The results of this study show that the anti-TTIP social movement has succeeded in shaping public opinion by using anti-American attitudes as the main narrative. This is supported by the political opportunities that are open in Germany and the TTIP Unfairhandelbar has succeeded in influencing the level of discretion that the European Commission has at the negotiating table regarding the TTIP negotiations.
