Abstract

This study aims to explain the role of the World Health Organization (WHO) in dealing with the Ebola virus outbreak in the Democratic Republic of the Congo in 2018-2020. The Ebola virus outbreak announced on 1 August 2018 by the Ministry of Health of the Democratic Republic of the Congo made WHO as an organization engaged in the health sector have a responsibility to play a role in resolving Ebola outbreak. This study uses the concept of the Intergovernmental Organization (IGO) and the Role of the IGO as the rationale. The research method used is a qualitative-descriptive approach where the author describes the phenomenon by telling the situation and conditions that occurred and then confirming it with the existing theory. Sources of data collected by the author are secondary data obtained or collected from various sources that already exist. The results show that WHO has succeeded in carrying out its role well according to 3 significant roles of international organizations, namely as an instrument, where WHO is a tool for connecting the national interests of the Democratic Republic of the Congo and carrying out operational activities needed to deal with the Ebola virus; as an arena, where WHO becomes a place to gather and work together and play a role in forming discussion forums to discuss and review outbreaks; and as an actor, where WHO manages funding and financial resources and sets standards of behavior for countries to deal with outbreaks. This success was marked by the end of the 10th Ebola virus outbreak on June 25, 2020, in the Democratic Republic of the Congo.
