Abstract

Malaria is a vector-borne disease that frequently causes outbreaks in residential and shelter areas due to insufficient vector control measures. Accurate and timely information systems from active surveillance of cases and vectors are essential for malaria elimination. Implementation of good surveillance and ensuring sufficient completeness of electronic malaria surveillance information system (E-SISMAL) is one of the recommendations of WHO for supporting the acceleration of malaria elimination in Sumatra, Indonesia. The current E-SISMAL has been optimized and is based on a personal computer (PC) in Lahat District, South Sumatra Province, Indonesia, Exploratory research was conducted through in-depth interviews with selected key informants. This article compiles user perspectives and critically examines the existing PC-based E-SISMAL and the future possibility of malaria surveillance using mobile phone data input. Early detection and response are critical in containing outbreaks of infectious diseases such as Malaria. While the PC-based ESISMAL is already available, this study identified opportunities to improve the current design and performance. An E-SISMAL android mobile application prototype has been created at this stage, and the prototype output has been tested in a laboratory environment for components/subsystems. An E-SISMAL android application on a mobile phone is an essential communication tool for malaria surveillance, in a normal situation and including in disaster areas. Nonetheless, plans must be modified and integrated into emergency preparedness programs in advance.
