Abstract

The purpose of this research is: (1) Analyze the effect of the highest retail price of rice on rice consumption and rice prices in South Sumatra Province, (2) Analyze the factors that influence rice consumption in South Sumatra Province and (3) Analyze the quantitative response of rice consumption to factors HET policy changes and external factors in South Sumatra Province. This research was conducted in South Sumatra Province to analyze the factors that influence rice consumption and the quantitative response to rice consumption in South Sumatra Province. The analysis used is a multiple linear analysis with the type ofCobb-Douglassfungction. This study used 30 years of secondary data with a time series from 1991-2020. The results showed that the highest retail price (HET) of rice had a significant effect on per capita rice consumption and rice prices. The HET policy for rice is not effective in South Sumatra Province, after the HET regulation, the price of rice tends to be higher than the price of rice before the HET of rice. From the equation, it is found that the factors that significantly influence per capita rice consumption are cassava prices, wheat flour prices, rice consumption per capita in the previous year, gender and the highest retail price (HET) of rice. Based on the elasticity of the response of each variable to rice consumption per capita in this study, all of them are inelastic. The variable that have the highest elasticity value to the lowest are rice consumption per capita in the previous year, price of wheat flour, price of cassava, gender and the highest retail price (HET) of rice.
