Abstract

The problem of illegal, unreported, and unregulated fishing (IUUF) poses a direct danger to food security and socioeconomic stability in developing nations. Overfishing occurs in the act of IUUF, resulting in the loss of 11-26 million tons of fish per year, with an economic worth of $10-23 billion. As a result of these issues, Indonesia sought a solution by becoming a member of the High Level Panel and having the chance to become the Lead Author for Blue Print No. 15. A discussion on IUUF was addressed in the Blue Print, which included a discussion on the mode of operation of IUUF Practices inside the ZEE and the open sea area, as well as systems that indirectly support IUUF Practice. Based on this description, this research was performed to investigate the efforts made by the Indonesian government in resolving IUUF issues at the SOE High Level Panel Forum. The approach utilized in this study is a qualitative descriptive research method in which data is gathered through interviews with relevant institution. Based on the findings obtained, it can be concluded that Indonesia is implementing several strategies in overcoming the IUUF. Such as a global transparency strategy for fisheries, activating a ship identification and monitoring system, compiling a list of fishing licenses, stiffening penalties for IUUF violators, ratifying and implementing the Port States Measures Agreement, strict controls at ports, and increasing regional cooperation, as well as carrying the concept of the Global Maritime Fulcrum. The adoption of this strategy is thought to have a good impact on improving fish populations and lowering IUUF in Indonesia. This implies that the policy's implementation was successful in addressing IUUF issues.
