Abstract

This research is based by the mismatch between the reality of implementation of cooperation with the rules of cooperattion guidelines from Election Supervisory Board to realize the supervision of the holding regional head and deputy regional heads elections with integrity and credibility by utilizing community participation and existing institutions. This thesis aims to find out the implementation of the Election Supervisory Agency's rules on guidelines for cooperation in supervising the holding of regional head and deputy regional heads elections in South Sumatera. Based on these problems, researchers used qualitative research methods with descriptive analysis. Data collection techniques used were in-depth interviews, observations, and also the use of documents. A series of research stages was carried out to obtain an analysis related to the implementation of the Election Supervisory Agency's rules on guidelines for cooperation in supervising the holding of regional head and deputy regional heads elections in South Sumatera. Based on these stages, it was found that the the implementation of the Election Supervisory Agency's rules on guidelines for cooperation in supervising the holding of regional head and deputy regional heads elections in South Sumatera not implemented properly. This research gives advice to the Election Supervisory Board of South Sumaetra should be able to make a special report that contains the process of cooperation and the results of cooperation with its partner institutions and the need for renewal of the method of comunicating cooperation whit those whohave the opportunityto participate in supervising the holding of regional head elections and expected to observer election organization, educational institutions in the field of social sciences and political sciences are also civil society organizations to take a participatory role in efforts to supervise elections.
