Abstract

The background that underlies this research is the problem that occurs regarding the land rent payment process that has not been carried out by land tenants for some time so that there are several obstacles in the implementation of land lease implementation policies in the Class I Navigation District of Palembang . This study aims to determine the implementation process of the Land Lease Implementation Policy in the Class I Navigation District of Palembang . The method used in this research is a qualitative method with descriptive explanation . Sources of data used in this study are perimer data and secondary data obtained through observation , interview , and documentation collection techniques . The theory used in this research is the Van Metter and Van Hom policy implementation model theory which has six important activities as a guide to see what has been done or has been implemented in policy implementation , namely the size and objective of policies , resources , characteristics of implementing agents , attitudes the disposition of the implementers , inter - organizational communication and the activities of the executor as well as the social , economic and political environment . The results found in this study are the implementation of land lease implementation policies in the Class I Navigation District of Palembang has not been implemented properly because it still has obstacles in the implementation process .
