Abstract

In this research aim to see the effectiveness of implementation one of the articles International Covenant on Civil and Political Rights (ICCPR) in Indone namely in article 25 paragraph 3. After Indonesia ratified ICCPR in Law No. 12 of 2005, Indonesia then adopted the international instrument into national law, one of which is Law No. 25 of 2009 about Public Services as an implementation of article 25 paragraph 3 of International Covenant on Civil and Political Rights (ICCPR). The form of implementation of the law on public services in Indonesia is public communication services organized by the Ministry of Law and Human Rights Republic of Indonesia. The locus of the research is the public communication service at the Regional Office of the Ministry of law and Human Rights in South Sumatera with case studies reported on land. This research uses the concept of regime effectiveness by Arild Underdal. The type of research is qualitative research with data sources bases on interviews ang documentation studies. The result of this research indicate that the implementation of fullfilling access to public services for the people through community communication services it has been quite effective where there is a simasham application and also the formation of public services post in the technical implementing service unit of the Regional Office of the Ministry of Law and Human Rights in each province. As for the solving land problems in South Sumatera, it has been quite effective where the action for handling the Yankomas Team is that every complaint is always followed up by mediating or coordinating with related parties although from some cases still not found a solution because the reporting party or the reported party do not agree in mediation implemented by Yankomas Team Regional Office Ministry of Law and Human Rights South Sumatera.
