Abstract

The research aims to describe the performance process of implementation policy the business service retribution transport held by Department of transportation in Palembang City. The focus of research in the field of terminal and research location at Terminal Ampera. The background of research problems are not achieving the ideal target, the decrease of retribution, and the decrease of terminal flow activities. This research is descriptive method with qualitative approach using framework developed by Van Metter and Van Horn. The sources of primer and seconder data collected through interview, documentation, and observation. The analysis techniques uses an interactive model from Miles and Hubberman: reduction, displays data, and verification. The result of research show the implementation process had been going well based on the standar of policy, but there are several factors not optimal yet there are the retribution target not achieve, there is not have any fund/incentive resource, the violation to pay retribution happen, the condition of economic, social and politic not optimal yet to support the policy.
