In the Last decades , even until now, Indonesia regions particularly, flood disaster can be extends at the city of sub-province and even the city of district. All of that caused destroy its forest of upstream region and less not according to spatial planning in downstream area. Until downstream regions, the usual are used for urban activity will getting the big impact, especially destroy its city infrastructure, household infrastructure, and generate loss that a lot of from household and also government. If calculated with rupiahs value, then can be hundreds of billions even milyards rupiahs of government budget that used to overcome disaster is referred as, that ought to budget referred as can be exploited for other activity. If disaster that can be every year referred as take place not laboured its resolving, then can be can be ascertained, we will lose time to live it up secure and prosperous and stay competent at urban area. City Development on an ongoing basis, shall only be reached by if urban planning is conducted in correctness with rule of environment platform such as those which has been required in law and also environment, by using technical analysis and technology that correctness. And to run result of spatial planning is referred in correctness and management its execution, can be conducted by building a system of management planning that with quality. One of technique that can be exploited for spatial planning and analysis of some analysis possibilities base condition of natural resources with various of input data from various of data sources is Geographic Information Systems (GIS). At this research, methodologies that used is by undertaking hydrometry analysis from metereology data for period repeat minimize ten years previously, analysis two dimensions to see lateral condition at sub basin and hydraulic, modeling and analysis of three dimensions for getting the area information flood vulnearibility, and assessment of flood risk. All analysis results are referred will be exploited for sources in disaster management and allocation policy at spatial planning by using technique of Multi criterion spatial Analysis. Analysis and integration of ecology process into model multi spatial-ecology has produced with understanding to hydrology condition and ecosystem change of river at basin region that can be identified dominant factor change causative are referred . Uses Model of multi criteria spatial variable have correctness that either compared to use one variable criterion. This research Result, expected will give jolly good benefit for effort helps overcome flood disaster and mitigation as a consequence of system that either in management appropriate spatial allocation and various of possibility analysis from region of basin condition.
